Should I pay off debt or build the fund first?

A common path is a small starter fund (about $1,000) first, then attack high-interest debt, then finish the full fund. High-interest debt usually costs more than the fund earns.

Can I keep it in a checking account?

You can, but a high-yield savings account pays interest and keeps the money mentally separate. Either way it should be liquid and insured.

Do I need this if I have credit cards?

Credit is not a substitute — relying on it deepens debt at the worst moment. A cash fund avoids interest and denial risk when income stops.
